Hamas Demands 7-Year Ceasefire as U.S. Calls Response Unacceptable

On May 31, 2025, a senior Israeli official revealed that Hamas has issued highly uncompromising demands in response to the latest U.S.-brokered proposal for a hostage deal, delivered by American envoy Steve Witkoff. According to the source, Hamas’s reply diverges significantly from Israel’s position and amounts to a rejection of the negotiation framework.

The core demands outlined by Hamas include:
– A ceasefire lasting up to seven years
– Full withdrawal of Israeli forces from all areas occupied since March 2024
– Cancellation of the new humanitarian aid distribution model
– Reinstatement of the previous system, in which Hamas oversaw aid distribution

The Israeli source stated, “This is not a response—it is a closed door.” He emphasized that Hamas is not seeking a compromise but rather attempting to impose conditions akin to surrender.

The official added that Israel cannot consider a long-term ceasefire without security guarantees and the unconditional return of all living hostages. As of now, the Hamas reply is being reviewed by Israel’s security cabinet, while Egypt, Qatar, and the U.S. continue efforts to keep the talks from collapsing.

Later that day, U.S. envoy Steve Witkoff commented on Hamas’s response, stating it was “unacceptable” and “does not bring the sides closer to an agreement.” He reiterated Washington’s commitment to mediation but warned that Hamas’s current position distances the parties from reaching a viable resolution.

Witkoff stressed that any demands ignoring security concerns, humanitarian needs, and a realistic balance between the sides cannot serve as the foundation for a deal. He concluded that the U.S. will continue its efforts but noted that Hamas’s reply represents a significant setback.
