The Trump administration had claimed that the university posed a national security threat and refused to cooperate with federal authorities.
The judge upheld Harvard’s appeal, stating that the presidential directive violated a prior injunction and circumvented standard legal procedure. In its argument, Harvard asserted that the White House’s move was not intended to protect U.S. interests, but rather to serve as political retaliation against the institution.
According to university representatives, the visa restrictions could have affected hundreds of international students already enrolled in academic programs and threatened academic freedom. Harvard emphasized that it operates within the law and does not pose a risk to national security.
