Germany Faces Public Pressure to Reassess Arms Exports to Israel

A significant shift in German public opinion has emerged, with a majority now favoring the restriction or suspension of arms exports to Israel. This change reflects growing unease over Israel’s military actions in Gaza and marks a departure from Germany’s historically unwavering support for Israel.

A recent poll conducted by the ARD public broadcaster revealed that 73% of Germans support tighter controls on arms exports to Israel, with 30% advocating for a complete ban. Additionally, 74% oppose unconditional support for Israel, and 63% believe Israel’s military response in Gaza has been excessive. These sentiments indicate a significant shift in public perception, influenced by the ongoing conflict and humanitarian concerns in Gaza.

Another survey by the INSA polling institute found that 58% of respondents support a temporary halt to arms deliveries to Israel, while 22% oppose such a measure. This poll underscores the growing public demand for a reassessment of Germany’s military support to Israel.

In response to shifting public opinion, German Chancellor Friedrich Merz has criticized Israel’s intensified airstrikes in Gaza, stating they are no longer justified. Foreign Minister Johann Wadephul echoed this sentiment, warning of possible consequences and hinting at steps toward arms export sanctions.

Despite these statements, Germany has continued to approve military equipment exports to Israel, totaling €485 million ($553.72 million) between October 2023 and mid-May 2025. These exports include firearms, ammunition, weapons parts, and armored vehicles.

Germany’s position is part of a broader European trend of reevaluating support for Israel amid the Gaza conflict. A YouGov poll indicated that public support for Israel in Western Europe has reached record lows, with net favorability ratings dropping significantly in countries like Germany, France, and the UK.
