Trump Signs Off on Sweeping Drone Strategy for Security and Innovation

On June 6, 2025, President Donald J. Trump signed a series of executive orders aimed at bolstering the United States’ drone capabilities, enhancing airspace security, and reducing reliance on foreign drone technology. These directives are part of a broader initiative to modernize the nation’s approach to unmanned aerial systems (UAS) and prepare for emerging threats and technological advancements.

Key Provisions of the Executive Orders

  1. Expansion of Beyond Visual Line of Sight (BVLOS) Operations

The Federal Aviation Administration (FAA) has been directed to expedite the development of regulations permitting routine BVLOS drone operations. This move is expected to unlock new commercial opportunities, including infrastructure inspection, agricultural monitoring, and emergency response services.

  1. Establishment of a Federal Task Force on Drone Threats

A new federal task force will be created to assess and address the risks posed by unauthorized drone activities. This includes evaluating threats related to terrorism, espionage, and drug smuggling, particularly in light of upcoming major events such as the 2026 FIFA World Cup and the 2028 Summer Olympics.

  1. Promotion of U.S.-Made Drones

To reduce dependence on foreign-made drones, particularly those manufactured in China, the executive orders prioritize the procurement of American-made UAS for federal agencies. This initiative aims to strengthen domestic drone manufacturing and secure the supply chain against potential vulnerabilities.

  1. Advancement of Supersonic and Electric Vertical Takeoff and Landing (eVTOL) Aircraft

The FAA has been instructed to revise regulations to facilitate the development and deployment of supersonic aircraft and eVTOL vehicles. This includes lifting the 1973 ban on overland supersonic flights, provided noise standards are met, and supporting pilot programs for air taxis and cargo transport.

Rationale Behind the Orders

The executive orders are a response to the increasing utilization of drones in various sectors and the associated security concerns. Recent global events, such as drone strikes in conflict zones, have highlighted the potential for unmanned systems to be used in hostile actions. By enhancing regulatory frameworks and promoting domestic innovation, the administration seeks to position the U.S. as a leader in drone technology while safeguarding national security.

Industry and Government Reactions

Industry leaders have expressed support for the executive orders, viewing them as a catalyst for innovation and growth in the U.S. drone sector. Michael Robbins, CEO of the Association for Uncrewed Vehicle Systems International (AUVSI), stated that the policies would “ensure U.S. leadership in drone innovation, security, operation, and manufacturing.”

Government officials emphasized the importance of these measures in protecting critical infrastructure and public safety. Sebastian Gorka, senior director for counterterrorism on the National Security Council, noted the necessity of addressing drone threats proactively, especially with major international events on the horizon.
