In a televised address, Putin stated, “We propose to the Kyiv authorities to resume the talks that they broke off in 2022, and, I emphasize, without any preconditions.” He emphasized the need to address the root causes of the conflict to achieve a lasting peace, rather than temporary ceasefires.
The announcement follows a unified call from European leaders and U.S. President Donald Trump for an unconditional 30-day ceasefire, threatening increased sanctions and military support for Ukraine if Russia declines. Trump welcomed Putin’s initiative, describing it as a “potentially great day for Russia and Ukraine,” and expressed hope that the “endless bloodbath” would come to an end.
Ukrainian President Volodymyr Zelensky and European leaders have indicated that Ukraine is prepared to begin direct peace negotiations with Russia, provided a ceasefire agreement is reached. They demand that Russia agree to a 30-day ceasefire starting May 12 as a prerequisite for talks.
Despite the proposal for talks, Russia continued drone attacks on Kyiv on the same day, raising skepticism about Moscow’s commitment to a peaceful resolution. Western leaders remain cautious, with French President Emmanuel Macron expressing concern that Putin’s move might be an attempt to buy time.
